Psychosocial Safety Climate as a Critical Mediator Between Safety Culture and Performance: Evidence from Indonesian Construction

Abstract

This study examines how safety culture translates into safety performance in Indonesian construction, focusing on the mediating roles of safety motivation and psychosocial safety climate. Using PLS-SEM with data from 169 workers across seven East Java projects, we tested seven hypotheses. Results reveal psychosocial safety climate significantly mediates the culture-performance relationship, while safety motivation shows no mediating effect despite strong culture-motivation linkages. Safety culture demonstrates both direct and indirect effects on performance through psychosocial safety climate. These findings establish psychosocial safety climate as the critical mechanism translating culture into performance in developing country contexts, challenging Western-developed models.
